Lee wants to create a “multi-layered security system” to prevent conflicts along their border and is willing to discuss ways to stop North Korea’s nuclear ambitions.

Lee became president after his predecessor was impeached, and he’s been trying to improve relations with North Korea and China, which had gotten pretty bad. Lee’s offer is a big deal, but North Korea hasn’t responded yet. In the past, they’ve rejected Lee’s attempts to engage, and their leader, Kim Jong Un, has even said that unification with South Korea is no longer possible. He’s also talked about occupying and incorporating South Korea into North Korea’s territory if a war were to break out. North Korea has been producing more nuclear warheads and has declared itself a nuclear power, so it’s unclear if they’ll be willing to listen to Lee’s proposal.
